|
Jorge Chavez International Airport is equipped with:

2 Taxiing to and from Aircraft stands
|
2.1 LAP will assign through the TWR an aircraft stand number to the arriving aircraft. General aviation aircraft will have to use the parking area reserved for General Aviation.
2.2 “FOLLOW ME” vehicle assistance can be requested through the TWR. In case General Aviation aircraft are not familiar with the aerodrome, they will always be guided by the “FOLLOW ME” vehicle.
2.3 Departing VFR/IFR flights shall contact TWR for ATC clearance prior to starting the towing/taxiing. Departing aircraft shall be granted clearance to start the engines, push-back, and taxiing instructions from the apron on frequency 121.9 MHz.

3 Parking area for small aircraft (General Aviation)
|
3.1 General aviation aircraft will follow the instructions provided by the Airside Operations Supervisors until they are positioned in the assigned places.
|
4 Helicopter Parking area
|
4.1 There is no exclusive helicopter parking area.
|
5 Apron-Taxiing in winter conditions
|
5.1 Short towing procedure: LAP is equipped with a short towing procedure on the apron, which is provided in its area of responsibility, communications are made through Control Tower.
The short towing procedure is described in Apron User Manual (https://www.limaairport.com/esp/ProcedimientosyNormas/OPER-M-4.pdf).

6.1 Taxiing under low visibility conditions is described in the published LVP procedures.

7 School and Training Flights – Technical Test Flights– Use of Runways
|
7.1 For school and Training flights and necessary technical test flights, in order to verify the airworthiness of an aircraft during flight, they shall only do so after having obtained ATS clearance.
|
8 Entry/ExitCircuit for helicopters at Jorge Chavez
International Airport in Lima-Callao
|
|
|
The stablished procedures are described in order to provide a safe and orderly flow of helicopters entry and exit at Jorge Chavez International Airport.
|
|
|
Procedures, under the responsibility of Air Traffic Control Services and flight crews, to all helicopters operating at Jorge Chavez International Airport.
|
|
|

|
|
Air taxiway
. - A defined path above the surface established for air taxiing of helicopters.
Light helicopter
. – For the purposes and application of this regulation, a light helicopter is considered to be a helicopter with a mass of less than 6,000 kg.
Heavy helicopter
. – For the purposes and application of this regulation, heavy helicopters are considered to be those with a mass greater than 6,000 kg.
Helicopters stand
. – Area that allows the parking of helicopters and, in the event of planned air taxiing operations, the touchdown and the lift-off.
Air taxiing
. – Movement of a helicopter or VTOL above the surface of an aerodrome, usually with a ground effect and at a ground speed normally less than 10 knots (18 km/h).
Note. – The actual height may vary, and some helicopters will have to carry out air taxiing above 16 ft (5m) above ground level in order to reduce turbulence due to the ground effect. Air taxiing with external load is prohibited.
Taxiing
. – Self-propelled movement of an aircraft on an aerodrome surface, excluding take-off and landing.
Air Transit Route
. – Route defined above the surface intended for the flight transit of helicopters.

8.5 Procedures and Restrictions
|
8.5.1 No helicopter shall taxi or take-off without Lima Torre clearance/ approval. Depending on the flight phase in question, the helicopters will maintain radio communication, permanently and in both directions, at the following frequencies:
Aerodrome Control: 118.1 MHz.
Surface Control: 121.9 MHz.
ATC Clearances: 118.5 MHz.
8.5.2 Helicopters will use taxiways or Runway 16/34 for take-off and landing. Due to the complexity of landing and take-off maneuvers of heavy helicopters on Runway 16/34, during traffic congestion hours at AIJCH, take-off and landing of heavy helicopters (except MI26) will be preferably carried out as follows:
Helicopters with stands at the Naval Aviation base: they may use Golf taxiway and the last 300 m of Foxtrox taxiway. Helicopters with stands at the Police Aviation base: they may use Golf taxiway and the last 300 m of Foxtrox taxiway. Helicopters with stands at the Peruvian Army Aviation Base: they may use Bravo taxiway and the last 300 m of Foxtrox taxiway. Helicopters with stands at the Peruvian Air Force base: they may use Bravo taxiway and the last 300 m of Foxtrox taxiway.
8.5.3 Air Traffic Control may use Runway 16/34 for take-off and landing operations of heavy helicopters as long as these operations do not cause a significant delay to the flow of departures and arrivals of fixed-wing aircraft. The established procedures are described in order to provide a safe and orderly flow of helicopters arrivals and departures at Jorge Chavez International Airport.
8.5.4 Exceptionally, in case of operational necessity and provided that the provisions of numeral 8.6.2 of this publication are not violated, Lima Torre may approve the direct take-off/landing of light helicopters from/to their stands or aprons, after coordination with the flight crews.
8.5.5 Exceptionally, in case of operational necessity and provided that the provisions of numeral 8.6.2 of this publication are not violated, Lima Torre may approve the direct take-off/landing of heavy helicopters (except MI26) from/to Peruvian Air Force base, after coordination with the flight crews.
8.5.6 The air taxiing for light helicopters or with skids will be carried out at less than 10 knots of speed and precautions will be taken (Pilots and Lima Torre) regarding the effect of turbulence derived from the ground effect that could affect other aircraft in the vicinity.
8.5.7 Heavy helicopters (type MI-8T, MI-17, SH-3D, BV-234, SH- 64, MI26 or similar) must not carry out air taxiing on the taxiways, therefore they will perform surface taxiing.
8.5.8 Outside the hours of air traffic congestion, Air Traffic Control shall organize the traffic of heavy helicopters on the taxiways and/or runway of Jorge Chavez airport in a way that guarantee a safe and orderly flow, taking into consideration that an approaching helicopter could go around and that overflying aircraft on the taxiways, aprons and passenger terminal facilities must be avoided.
8.5.9 For the entry and exit of helicopters to/from the stands or aprons; taxiways Alpha, Alpha Uno, Foxtrox and Foxtrox Uno will be used. Lima Torre will indicate the air transit route when necessary.

8.6 Operations and Regulations
|
8.6.1 Except when necessary for take-off or landing, helicopter entry/exit to Jorge Chavez International Airport shall be carried out maintaining an altitude of 800 feet.
8.6.2 At Jorge Chavez International Airport, helicopter flight is prohibited over sensitive areas such as; passenger terminal buildings and facilities, piers and boarding areas, hotels, shopping centers, fuel plants, aircraft aprons, Control Tower, Air Traffic Control Center, ATC Radar Antenna Complex, Military/Police facilities and any other sensitive area of the airport as indicated by Lima Torre.
8.6.3 All helicopter operations originating at Jorge Chavez International Airport require the presentation of a flight plan, except for Classified Military Operation (OMC), Special Police Operation (OPE) and Emergency Police Operation (OPM), which are governed by the corresponding regulations. OPMs are operations related to patrols, evacuations and citizen security activities, among others.
8.6.4 Upon approval of Lima Approach Control, Lima Torre will authorize helicopters requesting to operate in compliance with the rules for Special VFR flights, provided that the following minimum weather conditions exist: Ground Visibility: 1500 meters, Ceiling: 500 feet (150 meters).
8.6.5 If air traffic and/or weather conditions so require, Lima Torre may temporarily suspend helicopter operations, except for OMC, OPE and OPM flights.

|
|
8.7.1 Departure Paths
8.7.1.1 During departure maneuvers of the circuit, helicopters that require crossing to the East of Jorge Chavez International Airport, will fly on a parallel path and at a minimum distance of one nautical mile (1NM) from Runway 16/34, using Avenida Universitaria as a reference.
8.7.1.2 Lima Torre will assign the departure path compatible with the flight destination (or heading WTO/OPE/OPM), the flight altitude, as well as any restrictions applicable to the helicopter take-off.
8.7.1.3 Direct take-off to the East from parking stands or aprons of Jorge Chavez International Airport, is governed by the provisions of numeral 8.5.2.
8.7.1.4 Helicopter crews must comply with the following paths, according to the departure heading:
a) North and Northeast heading Departure: Take-off from Runway 34, Foxtrox and/or Alpha taxiway; maintain heading 340° until crossing Runway 34 end (or eastern end abeam), turn right on North heading to cross to the East of Cerro La Regla and continue according to flight plan observing the indications in numeral 8.7.1.1.
b) South and Southeast heading Departure: Take-off from Runway 16, taxiway Alpha, Golf and/or Foxtrot; maintain
heading 160° until cross vertical of Rimac River, continue according to flight plan observing the indications in numeral 8.7.1.1.
c) West heading Departure: Continue according Lima Torre’s instructions, Bravo and Golf taxiways preferably for take-off.
d) East heading Departure: In accordance with the indications in numeral 8.6.2, no East heading departures are allowed from Runway 16/34 and taxiways.
8.7.2 Arrival Paths
8.7.2.1 Helicopter Arrival Paths to traffic circuit will be carried out according to the aircraft’s origin heading.
8.7.2.2 The direct approach from the East to the stands or aprons of Jorge Chavez airport, is governed by what is indicated in numeral 8.5.2.
8.7.2.3 Helicopters shall joint the established circuit flying in a parallel path at a minimum distance of one nautical mile (1NM) from Runway 16/34, using Avenida Universitaria as a reference.
8.7.2.4 Except when Lima Torre indicates otherwise, flight crews must comply with the following arrival paths, according to the origin heading:
a)
Arrival from the North and Northeast:
1. Approach Taxiway Alpha or Runway 16.-
The helicopter will merge into the left circuit to notify the East abeam of Cerro La Regla and continue to taxiway Alpha or Runway 16; or
2. Approach Taxiway Foxtrox or Runway 34
The helicopter must notify the East abeam of Cerro La Regla and will merge into the right circuit to continue on a parallel heading to Runway 16/34 towards the West abeam of Cerro Mulería and Cerro La Milla, flying over Avenida Universitaria to the bridge over Rimac River, then turn right to continue over Rimac River, to the extension of the Foxtrot taxiway centre line, to turn right and approach to the taxiway or Runway 34.
b)
Arrival from the South and Southeast
:
1. Approach Taxiway Alpha or Runway 16.-
The helicopter will notify vertical rio Rimac to integrate to the left circuit and continue flying over Avenida Universitaria, in a parallel heading to Runway 16/34, towards the West abeam of Cerro La Milla and Cerro Muleria until the East abeam of Runway 16 threshold, then turn left to approach taxiway Alpha or Runway 16.
2. Approach Taxiway Foxtrox or Runway 34.-
The helicopter will notify vertical rio Rimac to integrate to the circuit and continue over the river until the extension of
Foxtrot taxiway centre line, to turn right and approach to the taxiway or Runway 34; or
c)
Arrival from the East
:
1. Approach Taxiway Alpha or Runway 16.-
The helicopter will notify vertical of the Avenida Universitaria to turn right and integrate to the left circuit in a parallel
heading to Runway 16/34, flying over the avenue until the East abeam of Runway 16 threshold, then turn left to
approach taxiway Alpha/Foxtrox or Runway 16; or
2. Approach Taxiway Foxtrox or Runway 34.-
The helicopter will notify vertical of the Avenida Universitaria to turn left and integrate to the right circuit in a parallel
heading to Runway 16/34, flying over the avenue until the bridge over Rio Rimac, then turn right over the river until the extension of Foxtrot taxiway centre line, to turn right and approach to the taxiway or Runway 34.
d)
Arrival from the West
:
Continue according to Lima Torre’s instructions, preferably for approaching to Bravo and Golf taxiways.

9 Removal of disabled Aircraft from Runways
|
20.9.1 In case of an aircraft is rendered disabled on a runway, it is the duty of the owner or user of that aircraft to ensure that it is removed as soon as possible. If the owner does not remove a disabled aircraft from the runway as soon as possible, it shall be removed by the aerodrome authorities at the owner’s or user’s expense.

20.10.1 Operational Restrictions
In order to avoid traffic congestion, flights that are not scheduled to arrive at Jorge Chavez International Airport will not be allowed during the following schedule:
Between 13:20 and 15:20 UTC and
Between 00:30 and 03:30 UTC
Except Emergency, Search and Rescue, Humanitarian and Medical evacuation flights

5.1 For the purpose of applying the operational restrictions indicated in this part, the tailwind component `”C “of Runway 34 will be determined by the following formula:
C=Cos (a)x W.

a= Angular difference between wind direction and 160˚
W= Wind Intensity in knots
5.2 Operational Restrictions
5.2.1 Except when the weather conditions at Jorge Chavez International Airport require the execution of Low visibility procedures (LVP), the following restrictions apply:
a) Take-off between 11:00 and 05:00 UTC. Aircraft departing to the north will preferably take-off from Runway 34.
b) Take-off between 05:00 and 11:00 UTC. Aircraft shall take-off from Runway 34, except when the tailwind component on this runway is greater than 05 kt and it is necessary to take-off from Runway 16. Operators shall take appropriate measures to strictly comply with this restriction, (modification of itineraries, adjustments in the maximum take-off weight, etc.)
5.3 NOISE ABATEMENT PROCEDURE FOR TAKE-OFFS FROM RUNWAY 16
5.3.1 This noise abatement procedure is based on NADP 1 described in ICAO Document 8168-OPS/611-Volume III.
5.3.2 This noise abatement procedure will be mandatory performed, both at night and during the day, by jet aircraft flight crews taking-off from Runway 16 of Jorge Chavez International Airport.
5.3.3 The noise abatement procedure will be performed during take-off, maintaining the flight path, according to the SID authorized by ATC.
5.3.4 The noise abatement procedure will not be applied in case of emergency.
5.3.5 The noise abatement procedure involves a power reduction at or above a prescribed minimum altitude and delays the retraction of the flaps/slats until the prescribed maximum altitude is reached.
5.3.6 At the prescribed maximum altitude accelerate and retract the flaps/slats as programmed while maintaining a positive rate of climb and completing the transition to normal Enroute climb procedures.

SPJC AD 2.22 FLIGHT PROCEDURES
|
|
|
|
A special VFR flight may be performed with prior authorization of the Control Tower, when weather conditions are less than those prescribed for VFR flights, and when the Ceiling and Visibility are not less than 500 ft (150 m) and 1 NM (1.5 km) respectively.
|
2 Procedures for IFR flights within TMA
|
The approach, transit and departure routes indicated on the charts may be modified at the ATC discretion. If necessary, in the event of congestion, approaching aircraft may be instructed to wait at one of the designated airways reporting points.
|
|
|

In the event of failure in communications, the pilot shall act in accordance with the communications failure procedures set out in ICAO Annex 2.
4.1 Frequency 126.6 MHz as alternate in case of failure or frequency lockout 119.7 MHz Lima Aproximación Radar. Frequency 126.9 MHz as alternate in case of failure or frequency lockout 118.1 MHz Lima Torre. Alternate frequency coverage is 100 NM from the JCL DVOR.
4.2 Aircraft not establishing contact on ACC Frequencies 128.1 / 128.5 / 128.8 MHz, will use A/G frequency 10024 kHz / 6649 kHz, to notify their positions and receive instructions from ATC.
Likewise, when required, communication will be established with Air Traffic Services dependencies for such purposes along their route.

SPJC AD 2.23 ADDITIONAL INFORMATION
|
|
1 Local Flight Restrictions
|
Bird hazard in approach to Runway 16/34, in warmer months the presence of birds increases due to migration. Pilots be cautious. The aerodrome has sound and visual bird scarers and falconry as dispersal activities.

2. For flights without schedules (Cargo, General Aviation or Military) operators must coordinate flight plans 48 hours prior to the ETA with the administration (LAP) e-mail: SupervisoresdeProgramacion@lima- airport.com, if necessary, the modification of hours will be requested in order to facilitate operations at the aerodrome.
3. NON-REGULAR ARRIVAL operations will not be allowed at Jorge Chavez International Airport of Lima daily during peak hours, which will be published by the DGAC in due time before the beginning of each season.
Flights with STATUS STATE, EMER, SAR, HUM, HOSP, and MEDEVAC are exempted from this tracking flow management measure to avoid any other direction.
4. Pilots entering from Runway 16 for take-off must follow yellow marking, tracking line, to avoid any other direction.

7. Due to the construction of the hangar 200 m north of the intersection of taxiway ALPHA and BRAVO, there is obstruction of visibility from the control tower between 550 m and 700 m from ALPHA taxiway and South access to the Air Group number 8 of Peruvian Air Force. Pilots will use caution when taxiing in this area.
